They decided to give her a farewell gift before she’s transferred from their district holding cell, to Arkham Asylum. A payback of sorts from a previous encounter earlier that month. Highly questionable and corrupt as hell, but when you think about it, it’s Gotham! Hopefully Commissioner Gordon finds out about this and get them both kicked off duty…ether that or face Batman’s justice…which would be much worse…
